Chances of Villa and/or Silva coming to Chelsea?

There's a very high chance Villa will leave. He's already come out and said that he'd like the play in the Premiership and he'll be reviewing his situation at the end of the season. If they're relegated then he'll definately leave, probably to the Premiership, Arsenal have already said they're not interested, so Chelsea would be the favourites to get Villa.

Silva is a tough one to judge. He's a really loyal Valencia player who rejected Real Madrid when he was 15 to stay at Valencia. If they're relegated then I think he'll go to further his International career, he'll probably stay inside Spain tho if he does leave, probably to Barcelona.
