The Switzerland winger failed to impress manager Martin Jol he was worth a regular first-term berth since joining Spurs from Grasshoppers in August 2004.
He has since been loaned to Hamburg, Wigan and Sampdoria and is now set to join the Serie A club on a permanent basis, according to a report in The Times.
Ziegler has made only 35 appearances for Tottenham in all competitions and scored just once.
