FIFA president Sepp Blatter wants new quota on foreign players

FIFA president Sepp Blatter wants to reintroduce limits on foreigners playing in national leagues, a move which amounts to a direct challenge to European Union authorities.

By the 2010-11 league season, Blatter wants to have a system where a team's starting lineup would have six national players.

Quote:
"This is a matter of principle,"
Blatter said Friday.

The EU embraces the principle of freedom of movement of workers, which should allow EU soccer players to seek employment wherever they want in the 27 member nations.

Quote:
"You cannot compare a worker with a football player," said Blatter, calling sports professionals a unique case within the employment market.

From a mostly local game, soccer in Europe has become more multinational, with some clubs fielding no national player in big games. Blatter has said that apart from alienating fans, it also stifled the development of homegrown talent.

Soccer authorities and the EU have been at odds ever since the 1995 Bosman ruling at the EU's highest court, which forced free agency and free movement of players in the leagues.

Quote:
"We had the Bosman ruling (12) years ago and president Blatter said footballers are not workers. They are workers according to EU law," EU Commission spokesman Frederic Vincent said.

Now Blatter wants the EU to give sports more leeway in running its own affairs.

Quote:
"Football is strong enough to organize itself," Blatter said, arguing authorities should only interfere in stadium security, doping and issues such as corruption. The free movement of workers, though, is a cornerstone of the EU's treaty.

Your right, bosingwa needs to play RD. If we play gomes, we lose. Almeida has been on fire, and yet he sits on the bench. Our weakness is not playing players that are in form....it's time to change that.

For once, I agree with him....he does have a liberalistic view but he is wants a change in the quota. Too many foreign players are taking the easy way out and taking jobs from the homegrown players.

they not going to listen to Mr Blatter

Rui, Why isn't Quaresma starting?

This is a dumb move by scolari. You have to play the players that are in form, that means Almeida, Ronaldo & Quaresma. We will pay the price if we don't.

Simao has been average, Deco is shite and gomes is not the feckin answer.

"Well, that was fun... in a fuckin' terrible, sick, not-at-all-fun way."

Ricardo Quaresma: forever a Porto legend. Thank you for all the memories.

Blatter is arguing for an exception to the general principle of freedom of movement along the lines of the "artistic exception" that has been used to support state aid for domestic film industries and allow for restrictions on the percentage of "foreign" films and/or music broadcast by state-owned media outlets.

One of the arguments in favor of the artistic exemption is that in its absence certain countries would be unable to maintain their "home grown" film industries or symphonies. I don't necessarily agree with that argument, but it isn't that different from one that says that leagues full of foreigners impede the development of young domestic players and national teams (which are of course Blatter's primary concern).
