No, it would never work...it would mean to much strain on the players and it would devalue the significance of the World Cup.

At the very least 3 years between each tournament.

What they say in the article only the bottom clubs would have to play for qualification, the top clubs will be in automatically, basically like the do in the rankings for the club system of the results of the last 5 years.
