Italian football is very traditional in his rituals and select national squad is one of these rituals...it's very hard for an italian player acting aboard be selected...
and honestly at moment Rossi and Lupoli aren't so "decisive" in their clubs as e.g. Palladino or Donadel

U-21: Gentile hails team spirit Saturday 12 November, 2005
--------------------------------------------------------------------------------
Claudio Gentile and Marco Donadel have praised the team spirit of the Azzurrini in their play-off draw with Hungary.
“The team fought hard and played well. Unfortunately, we conceded a goal, but I was happy with the performance,” said the Coach after the 1-1 result in Budapest.
The decider will be in Fermo on November 15 and a 0-0 draw would be enough to qualify Italy for the European Under-21 Championship finals, although Gentile has other plans.
“We will play for the win, as it isn’t in our mentality to wait for our opponents. We also tried to make it 2-0 here, but Hungary were pushed on by their fans and found an equaliser. We must play the way we know how in the second leg, although we need to be careful. I hope our supporters will be as numerous and vocal as the Hungarians were.”
Fiorentina midfielder Donadel scored the away goal that had temporarily given Italy the lead in Budapest.
“I am happy that my first international goal came in such an important match,” he said. “These new footballs make it easy to shoot from distance and I knew there was a good chance of scoring, so I just gave it a go and it went well. I feel a bit sorry for goalkeepers, as these spheres make life more difficult for them.”
The new Azzurrini lack a talismanic striker like Alberto Gilardino, but Donadel believes this has brought the best out of the other players.
“I am happy with our performance, as we relied on our character here and were as solid as the old Under-21 side. We no longer have Gilardino to decide the games for us, so we need that unity and team spirit. I can assure the home fans that we want to win the home leg.”

U21:Azzurrini beat Portugal
Quote:
U-21: Palladino conquers Portugal Tuesday 28 February, 2006
--------------------------------------------------------------------------------
A last-minute strike from Raffaele Palladino has given the Azzurrini a prestigious 1-0 away victory in Portugal.
The international friendly was a warm-up for the European Under-21 Championships, especially as they were playing the host nation for this summer’s tournament.
Chievo defender Giuseppe Scurto and Ascoli attacking midfielder Pasquale Foggia were the only new faces tested out by Coach Claudio Gentile and both came on as second half substitutes.
The winner came in the final minute, as Palladino ran on to a through ball and stroked home the finish with his left foot.
It had been an uneventful first half with both teams failing to make midfield possession count, though Italy had the best chances with Fiorentina’s Giampaolo Pazzini setting up Palladino, only for the Juventus-owned forward to turn just over the bar.
Hugo Almeida was off target for the home side and Bruno Amaro was unlucky to see his shot deflected wide off teammate Almeida before Palladino’s last-gasp winner.
The European Under-21 Championships will be held in Portugal from May 25 to June 6.

Gentile confident of Double
Quote:
U21: Gentile confident of Double Wednesday 17 May, 2006
--------------------------------------------------------------------------------
Italy prepare to defend their European Under-21 title from next week and Coach Claudio Gentile is optimistic about their chances.
“We are working with a very united squad,” insisted the tactician ahead of the opener against Denmark on Wednesday.
“I wouldn’t say that Italy are necessarily the favourites. We’re approaching this tournament with a healthy respect for all our opponents.”
The Azzurrini qualified for the Finals with flying colours, winning eight out of 10 games, and now face Denmark, Holland and the Ukraine in Group B.
Above all, their pedigree in this competition is second to none, having lifted five of the last seven trophies.
“I have the utmost faith in my lads,” added 1982 World Cup winner Gentile. “If I had to describe them in one word, I’d say they were valiant.”
Cagliari defender Michele Canini is expected to feature heavily in his plans and today Palermo President Maurizio Zamparini confirmed he had signed the player.
The European Under-21 Championships kick off on May 23 in Portugal and the Final is on June 4.
