The Football League board is to consider a proposal to scrap draws and decide matches by penalty shoot-outs, BBC Five Live understands.
The idea will be discussed by Football League chairmen and chief executives at a board meeting on Thursday.
No timescale has been given for implementing the change if the chairmen go ahead with the proposal.
"Why can't we just have a draw?" Bournemouth boss Kevin Bond told the Daily Echo newspaper.
The idea was originally put forward in the recent Football League Fans Survey.
There are currently two proposals to be considered - a traditional penalty shoot-out or where a player would have eight seconds to try and score after receiving the ball on the half-way line.
"I don't agree with it because I think it's too much of a radical change," Bond added.
"I'm very open-minded and I think certain laws of the game need to move with the times but that would be too much of a drastic measure."

getting rid of a draw would be a terrible idea imo cos then it would mean there are only 2 ways of scoring points so the teams would be separated by a lot more.
I can see some motivation for doing this, by ruling out the draw then you might tackle negative football but then again some teams might still play for penalties cos they have a better chance of winning.
Penalties also aren't always the fairest way to decide a game.
strange proposal, I doubt it'll go through.

Exactly, and draws make title races/relegation battles far more interesting.
The only way I might accept this idea is if there was a different amount of points, so it's 3 for a straight win, 2 for a win on pens, 1 for a loss on pens, 0 for a straight loss. but even then I'm not sure.
This doesn't apply to the Premiership though I don't think.

"It won't make the game more exciting," he added.
"People will come to Cardiff, stick 11 men behind the ball hoping for a draw and the try to beat us on penalties."
Lansdown told BBC Radio Four: "I think it came from one of Lord Mawhinney's 'eureka!' moments.
"Chairmen I've spoken to think on the same lines as me, and managers make it clear it's not something they'd want."

The Football League will discuss the proposal at its regular monthly meeting on Thursday and if it gains enough support it will go forward as a motion to change the rules at the League's annual general meeting in June.
Under the proposal, both sides will still get a point from a draw, but at the end of the game a penalty shoot-out will provide a bonus point.
Lansdown added: "We should never try to dissuade people from coming up with ideas on how to improve the game and we shouldn't be scared to implement new ideas.
"The idea is to make games more exciting and get a result, but you can meddle too much.

they said "fans like penaltys" and managers hate them, tbh if I saw penalty shoot out every day, it would take all the excitment out of it , about after 1 week.
What moron came up with this idea.
