Doug Ellis has told manager David O'Leary he will have money to spend in the January transfer window - if he improves Villa's position.
O'Leary was told his job was safe by the board earlier this week, but this is the first public endorsement from the chairman.
"If we progress next season - especially between August and Christmas - I think that will encourage us to do more in the January window," said Ellis.
"The manager has a big complement of staff and I'm forecasting a big difference in the league position. I'm desperate for it.
"But right now it's very difficult to predict what will happen. I've made it clear we have to sell to buy, but we're one of 14 Premier League clubs who are having to do the same."
Ellis, who met O'Leary last Monday, is bitterly disappointed at Villa's awful season, especially after a big spend last summer.
"To say I'm disappointed is the understatement of the year," said Ellis. "We've spent £120m on new players in eight years. Last summer £16.9m net was spent, that includes one year's wages. Any we sell, we reduce the wages accordingly."
The veteran chairman pledged youth will be given its head again next season, but revealed "older heads" would supplement the team.
"The manager's policy is to give youngsters a chance and six played this season," said Ellis.
"We're not stupid enough to believe we can win something with them alone. We know we need older heads and we shall be doing that in the market."
Ellis, who met financiers Rothschilds this week, repeated his vow to sell the club - if the "right" investors come in, after the collapse of the Comer deal.
"I'm absolutely determined that the right people come in," he said. "I'm prepared to sell so the instruction to Rothschilds is investors must be football-minded."

So including the years wages you spend £16.9m last summer. Just how much are your players wages, cos I don't remember Villa spending much money last summer.

we spent about 8.5 million last summer....
4 of that was left over from the alleged beattie money from the previous summer..
that sum he quotes, includes wages over the whole duration of the contract, plus signing on fees and agent fees...
ellis adds it all up as net spend...
he also adds it into the yearly accounts using amortisation...
so the money is counted twice in the land of doug ellis...
he is a liar...

He makes you despair, does Ellis. I swear its happier down at St Andrews with them relegated than it is at Villa with the Villa fans living in perpetual torpor
