Arsenal boss Arsene Wenger made a cash plus player offer to Atletico Madrid on Tuesday for striker Fernando Torres.
AS says Wenger asked about Torres' availability and offered Aleksandr Hleb and Freddie Ljungberg in part-exchange for the Atletico captain.
Atletico chiefs Miguel Angel Gil and Jesus Garcia Pitarch turned down the proposal, but left the door open by expressing interest in Manu Adebayor and Tomas Rosicky.

Atletico Madrid have held talks with Arsenal boss Arsene Wenger about several of his players.
Wenger met with Atletico chief Miguel Angel Gil Marin and sports director Jesus Garcia Pitarch on Tuesday night and AS says the availability of Jose Antonio Reyes, Freddie Ljungberg, Aleksandr Hleb and Tomas Rosicky was discussed.
Gil Marin also asked Wenger about the possibility of taking Nicklas Bendtner or Theo Walcott on-loan next season.

Atletico Madrid are attempting to seal a deal for Arsenal winger Jose Antonio Reyes.
Gunners boss Arsene Wenger and the club's main representative in Spain, Francisco Cagigao, met with Atletico chief Miguel Angel Gil Marin and sports director Jesus Garcia Pitarch on Tuesday night to thrash out terms over a deal for Reyes.
The group met again yesterday morning, says AS and talks progressed with Atletico insisting they won't go higher than £8 million for Reyes, while the Gunners are seeking closer to £12 million.
Sevilla, Reyes' former club, are waiting in the wings and haven't ruled out moving for the on-loan Real Madrid attacker.

Arsenal boss Arsene Wenger discussed Cesc Fabregas' situation with Real Madrid sports director Pedja Mijatovic on Tuesday, it has been revealed.
AS says Wenger also spoke with Mijatovic about the futures of Jose Reyes and Julio Baptista, who are both set to leave the Gunners this summer.
It's reported that Cesc, despite signing a long-term deal with Arsenal earlier this season, has told Wenger he is considering continuing his career back home in Spain. The meeting on Tuesday progressed positively and the pair are scheduled to meet again in the near future.
