Even though I don't quite agree with your statement that Roma are one of the 'major football powerhouses in the world' the answer to your question is simple - they're Italian.
If you look back 10 years ago Serie A was where all the money was and most of the big Italian clubs took advantage of this and spent big. But over the last few years we've suffered something of a financial meltdown and now the majority of the big spending teams are English. Even Inter, the so called Italian Champions, haven't spent
that much over the last few years (at least compared to what they used to).
These things work in cycles though, it won't be like this forever.
