Scolari does speak decent English.
But Scolari has never managed a European club, and hasn't managed a club of any variety for more than seven years. Add to that the fact that when he was managing club sides in Brazil, he never stayed in one place for more than three seasons.
Big Phil produced crap and cheating football in Brasil and crap football with their national team. He'd do the same with City - Portugal-Greece, anyone?
All of which means he's nailed on for the job, I guess.
