Yes, because the shining beacon of success that is the England squad definitely shows how good or bad a player is.
Theo Walcott was one of the top 4 strikers in England at the end of 2006 as well, and Arteta isn't that good either because he's never played for Spain...
Carrick doesn't have the reputation or loud mouth to overtake Lampard or Gerrard atm, because he gets the job down without making a fuss about anything, rather than taking every opportunity to do a media routine or release a book. As such he might be overlooked by England every now and then, but that doesn't make him a bad player.
