Blackpool skipper Michael Jackson scored the decisive penalty to earn the Championship side a place in the Carling Cup third round. Jackson kept his cool, sending Stephen Bywater the wrong way after County captain Darren Moore had dragged the previous penalty wide.
The second round tie had finished 2-2 after extra-time when Kaspars Gorkss' last-gasp header forced penalties. Shaun Barker crossed from the right wing and there was Gorkss to head past Bywater at the far post.
Winning goal
Craig Fagan looked like he had headed the winning goal in the 101st-minute. Fagan met Gary Teale's right-wing cross at the far post with a downwards header from eight yards out. Blackpool forced the game into extra-time when Gorkss' headed home an equaliser in the 86th-minute.
The Latvian left-back looped Keigan Parker's cross back across goal and into the far corner after Mo Camara had given the Rams a 62nd-minute lead with his first goal for the club. Camara picked the ball up on the right wing and curled a low cross-cum-shot through a crowded penalty box and the ball nestled in the far bottom corner.
