The ref deserves his 0 rating, but I don't think he was biased, well, not exactly. I think he was weak. He did everything he could to avoid making any sort of decision that might affect the result, so he kept penalising attackers with any sense of work, or who showed strength. He was also completely bowled over by Gerrard - all he has to do is throw his hands in the air and the ref does his bidding. The ref clearly had no intention of giving a freekick, untill Gerrard was appealing.
