Atletico have made a £16 million offer for Quaresma, who is stalling on the move as he waits to see if Liverpool manager Rafa Benitez is prepared to better it.
"We do not have the finances to compete with Liverpool," admitted Gil Marin. "But we're keeping the door open to Porto for negotiations. We won't give up."
Porto will sell Quaresma to Liverpool should they agree to match their £17 million asking price. The Reds had a £14 million offer rejected last week.
