Yes, but I never said it was the case for all countries - for a country such as England, however, with such a proud footballing history, passionate supporters like no other, and who should be far more successful than they are, only an Englishman could understand how much it matters to the fans to win games. Sven clearly doesn't, and it shows. The manager has to want to win as badly as the fans do, because that transmits to the players - Sven's Swedish, and so (rather understandably if you discount the fact that he is managing them) couldn't give a toss if England win or not, just like most Englishmen wouldn't give a toss about Sweden.
